Starting a Dog Grooming Business in Alabama: Zoning, Licenses, Sales Tax Questions and What to Confirm First

Starting a dog grooming business in Alabama begins with the address and the business model. Before you sign a lease, open a home salon or buy a van, confirm zoning and local business-license requirements with your city and county. The Alabama Department of Revenue (ALDOR) says a privilege license is issued at the county level and is required in every county where business is conducted, unless otherwise provided. Then register your business structure and tax accounts, ask ALDOR in writing whether your grooming fees are taxable, and ask Alabama Agriculture and Industries and your local offices whether any grooming-specific license or inspection applies. NDGAA and AKC credentials are voluntary, not a substitute for government approvals.

What to settle before you spend money on a lease, a van or equipment

If you just finished grooming school or want to leave a salon job for your own clients, the urge is to start buying tables and dryers. I'd slow down by one step, because the model you choose decides which offices you talk to.

A storefront needs an address the city approves for that use. A home salon depends on home-occupation rules. A van moves the question to every county and city where you groom. The SBA's Alabama district guidance says licensing and zoning are typically handled by several state and local departments, and it tells new owners to contact the local business-license office and consider zoning before selecting a location.

So, write down three things before you spend anything: the model, the exact address or service territory, and whether dogs will wait on site or stay longer than a groom.

Which licenses and registrations come first in Alabama

The IRS startup page groups the federal side around business structure, an EIN, federal taxes and recordkeeping, and says its list is not all-inclusive. The Alabama side adds state filing, county licensing and city licensing.

The order I'd follow:

  1. Choose a structure. If you form an LLC, the Alabama Secretary of State requires a name reservation before you file formation documents, and the domestic LLC filing fee was $200 as of September 30, 2026.
  2. Get an EIN when it applies to you. The IRS covers EINs alongside structure and federal tax setup.
  3. Get the state and county privilege license. ALDOR says these are issued by the county Probate Judge or License Commissioner where the business is located. Rates vary.
  4. Get the city business license. ALDOR does not administer municipal licenses and directs businesses to check with every city where they conduct business.
  5. Register tax accounts through ALDOR when required. That includes a sales-tax license if one applies to you.
  6. Open a separate business bank account and keep your records clean from day one.

Does Alabama license dog groomers or grooming shops?

Get this answer in writing from the offices that decide. ALDOR's quick reference guide for license code sections lists "Pet Grooming" with "None" under required code sections and "315" under possible code sections. That is a privilege-license classification, not a ruling on whether a groomer or shop needs a separate professional license.

So, ask Alabama Agriculture and Industries in writing whether any animal-business, facility or inspection requirement applies to your operation. Ask the same of your county Probate Judge or License Commissioner, city business-license office, city zoning office and fire marshal, plus the building office if you are altering a space or changing its use. Keep every reply.

Credentials sit in a different lane. NDGAA's 2023 testing guidelines say its certification testing is voluntary and recognizes an individual's skills, and that it must not imply certification of a business establishment. The AKC Professional Grooming Credential measures foundational knowledge, safety and technical skills across areas such as consultation, bathing, drying, finishing, client communication and facility management. Neither replaces a license, a zoning approval or a tax registration, so advertise them as personal credentials.

Can you groom dogs from home in Alabama?

Possibly, and the answer is local. Birmingham gives a clear example of how it works. According to the city's business-license documentation checklist, each business location must be approved by the Department of Planning, Engineering and Permits before a city business license is issued, and a business run from a residence needs a Home Occupation Certificate of Agreement.

Birmingham's zoning ordinance treats a home occupation as something incidental to living there and run by a resident, and it limits outside employees, advertising, equipment and changes to the home's residential character. The ordinance also separates animal boarding, animal daycare and animal kennel uses. Have the zoning office classify a grooming room with tubs, dryers, drop-offs and waiting dogs in writing, rather than assuming it is an ordinary home occupation.

In the City of Mobile, the Unified Development Code sets zoning districts, permitted and conditional uses, development standards and specific use regulations. Article 4 holds the use regulations and Article 5 covers application procedures. The question to ask there is how your use is classified in your property's district: grooming, animal care, kennel, daycare, home occupation or something else. In any other Alabama city, ask your own planning office the same questions, including about garage salons and client parking.

What changes when your shop is a mobile grooming van

A van trades a lease for a map. ALDOR says the state and county license is issued by the Probate Judge or License Commissioner in the county where the business is located, and that, unless otherwise provided, a license is required in every county where business is conducted. Cities are separate, and ALDOR says to check with every city office where you do business.

Before you buy the van, I'd draw your service territory and send it to each county and city in it, with these questions:

  • Which county counts as my business location?
  • Does each county where I groom at client addresses require a privilege license for that work?
  • Does each city require a municipal license for grooming done inside city limits?
  • Does the van need a local operating, parking, vendor or vehicle approval?
  • Where may I discharge bath wastewater?
  • Does the van need commercial vehicle registration or commercial insurance?

Ask for written answers from each office.

What sales tax registration settles, and the question it leaves open

ALDOR's page on how to register for a sales tax number explains how to get a Sales Tax License through My Alabama Taxes. That tells you how to register. It does not tell you whether your grooming fees are taxable.

That gap affects your prices: charge tax you don't owe and clients overpay; skip tax you do owe and the bill lands on you later. So, before you set your menu, send ALDOR a written request describing exactly what you do (baths, haircuts, nail trims, add-ons and any products you sell) and ask how each is treated. The safety system to have in place before the first dog arrives

Grooming puts sharp tools, hot dryers, wet floors and a nervous dog in one small space, so build the system before you open.

Start with intake. AKC's grooming education standards recommend an intake form with owner contact information, veterinarian contact information, current vaccination or titer information, the pet's name and breed, microchip information if available, treat permission or denial, and current medical and behavioral concerns. The same standards cover groomer safety, humane handling, sanitation and protective equipment.

For rabies, the Alabama Department of Public Health (ADPH) says Alabama law requires dogs, cats and ferrets to be vaccinated against rabies. Ask for the current rabies certificate or the documentation your policy requires, and record the veterinarian or provider who issued it.

Then write your bite procedure and post it where staff can see it:

  1. Separate the dog and secure the area without creating another exposure.
  2. Give immediate first aid within your training.
  3. Get medical evaluation for the person who was bitten.
  4. Notify the county health department or ADPH as directed.
  5. Record the incident, the dog, the owner and the vaccination documentation.
  6. Follow public-health instructions. The ADPH rabies bite manual says an owned dog, cat or ferret may be quarantined for ten days under veterinary supervision.
  7. Contact your insurer and follow its incident-reporting rules.

Round it out with regular equipment checks, non-slip surfaces on tables and floors, a stocked first aid kit, a fire extinguisher and a written cleaning routine between dogs. What to get in writing before you sign a lease or buy a van

A verbal "should be fine" will not help if the answer changes after you sign. Ask the city planning and zoning office a question this specific: "Is this exact address approved for a dog grooming salon, including bathing, drying, customer drop-off, animal holding, waste handling, signage and any overnight or daycare activity?"

Do you need a license to groom dogs in Alabama?

Plan on a county privilege license and a city business license, and confirm any groomer-specific requirement in writing. ALDOR's quick reference lists Pet Grooming as a privilege-license classification with 315 as a possible code section, so bring that to the county office when you ask. Ask Alabama Agriculture and Industries separately about any animal-business inspection.

Is NDGAA or AKC certification required in Alabama?
