Heath limits tethering more than state law does. Under city code section 93.28, a dog tied up at home must be under your direct control or tethered no more than 120 minutes total in 24 hours. It also needs shelter and clean water and must be kept at least 15 feet from a street, sidewalk or right-of-way. Texas law requires a rabies vaccine by four months of age.
