Forest Hill, TX goes further than state law on tethering. The city code generally bans tying a dog to a stationary object or trolley with a chain, rope, leash or cable, with narrow exceptions such as grooming, training, vet care or your direct physical control. The same code bans leaving an animal in a parked car in a way that endangers it, and a dog not wearing a valid rabies tag on its collar or harness can be impounded.
